If people doesnt know the code, then they cant make code review right, only what they can do is check for typo. If everyone will be doing code review for everyone then they will waste to much time, cause they will need to repeat all steps on tasks to understand what, how and why was done. So it can take almost the same amount of time as for making task.
That’s why this thing should be done only by experienced devs, like team leads.
